GENE brings together Ministries and Agencies with national responsibility for funding, coordination, policy-making and support in the field of Global Education.
Purpose
To support national structures in their work of improving the quality and increasing the provision of Global Education in Europe. GENE achieves this purpose through networking, peer review and learning, strategy sharing, policy advice and policy research.
Vision
GENE’s work is based on the vision of a universal, rights-based approach to Global Education. GENE works towards the day when all people in Europe - in solidarity with peoples globally - will have access to quality Global Education. This vision provides an ultimate benchmark for the work of GENE.
Aims
1. To share experiences and strategies among national policymakers in global education, in order to inform best practices nationally and provide mutual support and learning.
2. To disseminate learning among Ministries and Agencies across Europe, so that policymakers in GE may learn from previous and comparable experiences to increase reach and enhance quality.
3. To develop and pursue a common European agenda on strengthening Global and Development Education.

“Global Education is education that enables people to reflect critically on the world and their place in it; to open their eyes, hearts and minds to the reality of the world at local and global level. It empowers people to understand, imagine, hope and act to bring about a world of social and climate justice, peace, solidarity, equity and equality, planetary sustainability, and international understanding. It involves respect for human rights and diversity, inclusion, and a decent life for all, now and into the future.
Global Education encompasses a broad range of educational provision: formal, non-formal and informal; life-long and life-wide. We consider it essential to the transformative power of, and the transformation of, education.
— Definition of Global Education taken from the Dublin Declaration on Global Education to 2050 (Adopted in 2022). While using the umbrella term Global Education, GENE also welcomes the use of specific national terms.
Ministries and Agencies participating in GENE combine their expertise through structured networking, sharing national strategies and a peer learning approach that leads to enhanced quality and increased reach.
GENE is growing
Starting in 2001 with 6 national institutions from 6 countries, GENE has now grown to facilitate the sharing of policy learning between over 50 Ministries and Agencies and other bodies from over 25 countries, through the regular GENE roundtables and networking mechanisms.
